If we look at the sides however, nothing shows up yet (unless you're extremely lucky) except a bunch of windows and walls. It should be natural to infer that we want anything touching a building to be a wall, and anything exposed to the outside to be a window. It shouldn't be too tricky to swap same-height buildings and rotate them until all walls are hidden. This is also made much easier by using the "Side View" setting.

Once this is done, the sides of the sudoku spell out the phrase "akari↑":

This implies that we will be solving an akari on the numerical grid. But where are the black blocks? Surely that must come from the crossword itself (overlaid onto the numbers), and we can solve this akari as follows:
